Healthy Homes Program
The Healthy Homes Program makes sure that people in Orleans Parish have safe and livable rental housing. It helps protect the health and safety of everyone living here.
Since January 1, 2024, all landlords have been required to get a Healthy Homes Certificate of Compliance for their rental properties. This is required by the Healthy Homes Ordinance, which became law in November 2022.
New Orleans Rental Property Registration Steps
Landlords need to register their rental properties to get a Healthy Homes Certificate. Once their application is approved, they’ll receive the certificate. This certificate is required to legally rent out housing in New Orleans.
The registration process will happen in phases based on the number of units on a property:
- 50+ units: Register by Feb. 15, 2024
- 4-49 units: Register by Aug. 15, 2024
- 1-3 units: Register between Jan. 1 – Feb. 15, 2025
There are no fees if landlords register on time. However, late registrations will come with a fee. Certificates need to be renewed every two years.

Tenant Complaints
If tenants think their home doesn’t meet the rules, they can call 3-1-1 or visit nola311.org to file a complaint. Tenants are protected from retaliation for making a report.
Rental Housing Standards
All rental homes in New Orleans must meet these rules:
- Working fire and smoke alarms.
- Carbon monoxide detectors.
- A working toilet, kitchen sink, and either a bathtub or shower.
- Hot and cold running water.
- A water heater that heats water to at least 110°F.
- Heating that can keep rooms at 68°F.
- Cooling that keeps bedrooms below 80°F.
- Safe and working electrical systems.
- Any appliances provided by the landlord must work and be safe.
- Roofs, windows, and doors must keep out moisture and prevent damage.
- No mold in the unit.
- No big cracks or holes in walls or ceilings.
- No rodent infestations inside or outside the property.
